【故事簡介】：
為了公序良俗等理由，政府制定了侵犯人權的「媒體淨化法」，並成立了「媒體淨化委員會」與「淨化特務機關」來進行淨化工作。與這個強權機關對抗的唯一組織，即為「圖書館」。一群熱愛圖書館自由的人們，武裝自己與淨化機關進行戰爭，守護圖書館的自由。笠原郁在高中的某一天看到了想買的書，卻遇上了淨化委員會的成員，這時卻出現了一名男人，使對方離開。西元2019年（正化31年），笠原郁加入了戰爭……
